The Fountaindale Public Library District provides limited community bulletin boards and pamphlet displays to serve the needs of the Library and the Fountaindale community. Use of community bulletin boards and pamphlet display areas is governed by the policy established by the Library Board of Trustees and any applicable rules or regulations adopted by the Library. The Executive Director as the executor of the policy for the Board of Trustees may exercise reasonable discretion in determining what use is “in the best interest of the Library” and is authorized to act accordingly, including limiting the use of the community bulletin board and pamphlet displays by individuals whose activities interfere with Library operations, adversely affect public safety, or cause public disturbances. The Board of Trustees may modify, amend or supplement this policy, as it deems necessary and appropriate.
PRIORITY FOR USE
The primary purpose of the Library’s bulletin board and pamphlet display areas is to promote and supplement the services, activities, and programs of the Library. As such, the Library will have first priority to the use of all bulletin board and pamphlet areas.
Organizations based in the District will be given priority.
A bulletin board and pamphlet display which may be used to post community events and services is located on the 1st floor by the public restrooms and Meeting Room B; a second bulletin board is available in Studio 300 on the wall adjoining the Friends of Fountaindale Library Book Cellar.
All other bulletin board and display areas are exclusively for library use.
LIMITS OF USE
The community bulletin board and pamphlet display area is designed and intended to provide information to the Library’s patrons about events or services of a cultural, educational, or community service nature.
As such, all bulletin board and pamphlet display areas in the library are for the distribution of library information, information pertaining to government programs and non-commercial community events only. Community events are defined as those occurring within or immediately adjoining the boundaries of Fountaindale Public Library District.
Materials acceptable for posting include, but are not limited to: course, school, and educational announcements; special non-profit events and activities; author appearances and/or book signings; and activities and services available through municipal, state and federal offices.
Studio 300 will accept "Situations Wanted" announcements for Fountaindale patrons and local organizations looking for assistance with a digital media project.
The following types of items will not be displayed:
Items regarding paid services;
Items for sale;
Items that advertise or sell personal or commercial items or services (autos, used furniture, day care, house cleaning, tutoring, etc.) or for personal or commercial solicitation, fundraising, or recruitment. Promotions of fundraising by Fountaindale area non-profit organizations may be permitted.
Items promoting political parties or candidates, or those advocating any other issue on the election ballot;
Items that advocate a position on a public issue;
Items that violate any local, state, or federal law, including, but not limited to, those concerning copyright, fraud, privacy, or obscenity;
Items that are not suitable for viewing by minors;
Items that incite violence or that promote hatred toward or discrimination against any individuals or groups of individuals.
Display items must of a reasonable size in relation to the space available and will not be accepted if they detract from the effective use of the space.
Announcements to be posted are encouraged to be submitted to the Library two weeks in advance of desired posting date.
Items that have been on display longer than four weeks or past the date of the event will be removed unless arrangements are made in advance and approved.
Copies of fliers should be limited to 20 or fewer.
Items for potential display on the community bulletin board and pamphlet display areas must be delivered to either the Information Desk or Studio Services desk, and will be reviewed by the Circulation Services Manager and Studio Services Manager, as appropriate.
Materials in languages other than English should be accompanied by an English language version.
Posting of a notice does not imply endorsement by the Library staff or the Board of Trustees of any product, service, activity, event, or viewpoint displayed in the posted item.
FAILURE TO COMPLY
Violation of the Community Information Posting Policy may result in a loss of public posting privileges.
DAMAGES AND LIABILITY
The Library is not responsible for making arrangements for any posted items to be returned and accepts no responsibility for the loss of or damage to any item displayed.
Any individual, group or organization using the bulletin boards shall be held responsible for willful or accidental damage to the Library building.
APPEAL AND REVIEW
The Board of Trustees of the Fountaindale Public Library District will review the Community Information Posting policy and regulations periodically and reserves the right to amend them at any time. The Board authorizes the Executive Director to waive regulations under appropriate circumstances. The Executive Director is the chief person empowered to make decisions regarding the availability and use of the community bulletin board and pamphlet display area. The Executive Director has delegated authority to approve items for the community bulletin board and pamphlet display area to the Circulation Services Manager and Studio Services Manager and their appropriate designees.
Any appeals for changes to, or exceptions to, any portion of the Community Information Posting policy will be considered. An individual wishing to file an appeal shall submit it to the Executive Director in writing. The Executive Director will respond in writing.
